SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON NOVEMBER 26, 2024

The following are the highlights of the Borough Council’s November meeting held on November 26, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
 
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
CERTIFICATE OF APPRECIATION: President Reichart presented Howard Billig with a certificate of appreciation for his thirty years of service with the Hanover Area Fire and Rescue and congratulated him on his upcoming retirement. In addition, Charles Hale was acknowledged in his retirement after 34 years with the Hanover Area Fire and Rescue.
 
BOROUGH EMPLOYEE SAFETY COMMITTEE: Public Works Supervisor John Bean presented the PA State Certification for Borough Employee Safety Committee to Council, sharing a savings on Worker’s Comp insurance of 5%.
 
FIRE COMMISSION BUDGET: Approval was granted for the 2025 Fire Commission Budget.
 
EXPIRING COMMISSION AND BOARD TERMS: Approval was granted for the advertisement of expiring commission and board positions for interview on December 18, 2024.
 
APPROVE ADERTISEMENTS FOR 2025 ORDINANCES: Approval was granted for advertisement of the following ordinances: 2025 Tax ordinance with $0.28 mill increase at a rate of 6.65 mills; 2025 Main Street allocation of $40,000; 2025 Hanover Economic Development Corporation allocation of $25,000; adoption of 2018 International Fire Code; and adoption of 2018 International Property Maintenance Code.
 
MISCELLANEOUS FEES: Approval was granted for Resolution No. 1421 for the 2025 Miscellaneous Fees.
 
PUBLIC MEETING SCHEDULE / SUNSHINE ACT: Approval was granted for the advertisement of the 2025 Public Meeting Schedule / Sunshine Act.
 
YORK COUNTY HAZADARD MITIGATION PLAN: Approval was granted for Resolution No. 1422 adopting the York County Hazard Mitigation Plan.
 
CENTENNIAL COURT FINAL SUBDIVISION PLAN: Approval was granted to accept the offer to grant an extension for plan approval for ninety (90) days until March 3, 2025.
 
CIVIL SERVICE: Approval was granted to direct the Civil Service Commission to establish a certified hiring list for police officer vacancies and to establish a promotional eligibility list for the position of sergeant.
 
EMPLOYEE HANDBOOK: Approval was granted for the final draft of the Employee Handbook.
 
ORDINANCE AMENDMENT FOR PARKING METERS: Approval was granted for the drafting of an ordinance amendment for Chapter 245 of The Hanover Borough Code entitled “Parking Meters” to amend the daily parking meter payment hours from 8:30AM to 6PM; they are currently set from 8:30AM to 8:30PM.
 
PRIMROSE LANE: Approval was granted to accept the agreement rescinding the previous short term rental use granted by the Zoning Hearing Board.
 
CHANGE ORDERS FOR BUILDING CONSTRUCTION: Approval was granted for various change orders for the 33 Frederick Street building construction.
 
2025 BUDGET: Approval was granted for the advertisement of the 2025 Budget for public inspection from December 2, 2024 to December 13, 2024.
