SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON DECEMBER 23, 2024

The following are the highlights of the Borough Council’s December meeting held on December 23, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
 
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
OATHS OF OFFICE: Approval was granted to hire Noah Schaefer, Royces Urena and Joshua Kessler as Probationary Police Officers, effective January 3, 2025. Mayor Whitman administered the Oath of Office for Probationary Police Officers.
 
EXPIRING TERMS AND RECOMMENDATION TO APPOINT: Approval was granted to approve the following appointees for Borough Boards and Commissions: Incumbent Gary Bond for a three-year term on the Zoning Hearing Board; Incumbent Oliver Hoar for a three-year term on the Hanover Economic Development Corporation; Incumbent Austin Graham for a one-year term, Incumbent Isaac Riston for a two-year term, and Incumbent Brian Johnson for a three-year term on the Enhancement Committee as Citizen Advisors; and Council President Incumbent William W. Reichart, II for a two-year term on the Hanover Area Fire Commission.
 
ADOPTION OF 2025 BUDGET: Approval was granted for Resolution No. 1423 adopting the Budget for fiscal year 2025 for all Borough of Hanover accounts.
 
COMPENSATION & HEALTH INSURANCE AND ORGANIZATIONAL CHART: Approval was granted for Resolution No. 1424 regarding the 2025 Compensation & Health Insurance and Organizational Chart for Non-Union Employees.
 
LIABILITY & WORKERS COMPENSATION INSURANCE: Approval was granted for the 2025 General Liability & Workers Compensation Insurance.
 
DISPOSITION OF RECORDS: Approval was granted for Resolution No. 1425 granting the disposition of records in accordance with the PA Historical and Museum Commission Bureau of Archives Municipal Records Manual.
 
TRACTOR SUPPLY SURETY BOND: Approval was granted to authorize the release of public improvements surety bond and secure 15% maintenance bond for a period of eighteen (18) months.
 
CDBG CONTRACT EXTENSION: Approval was granted to extend the Community Development Block Grant for the Doss Alley Green Street Conversion until June 30, 2025.
 
GRANT EXTENSION: Approval was granted to extend the deadline for Shoe Orthodontics plan for 1191 Eichelberger Street from February 18, 2025 to May 19, 2025.
 
POLICE CONTRACT: Approval was granted for the 2025-2027 Police Union Contract.
 
PROBATIONARY OFFICERS: Approval was granted to hire three (3) probationary police officers effective January 3, 2025.
 
PUBLIC COMMENT: Approval was granted for Resolution No. 1426 to amend the Rules of Public Meetings to include uniform protocol for public comment.
 
INTERNATIONAL FIRE CODE AND INTERNATIONAL PROPERTY MAINTENANCE CODE: Approval was granted for Ordinance No. 2377 adopting the 2018 International Fire Code and for Ordinance No. 2378 adopting the 2018 International Property Maintenance Code.
 
2025 TAXES AND COLLECTION RATES: Approval was granted for Ordinance No. 2374 levying taxes for the fiscal year 2025 and fixing collection rates thereon.
 
MAIN STREET AND HEDC ALLOCATIONS: Approval was granted for Ordinance No. 2375 for the 2025 Main Street allocation as well as Ordinance No. 2376 for the 2025 HEDC allocation.
 
BUILDING CHANGE ORDERS: Approval was granted for the following change orders for 33 Frederick Street:

  1. Change Order #9 for $15,888.00 for additional floor preparation on the first level
  2. Change Order #12 for $1,612.00 for additional dry wall repair to address moisture damage and tile base removal
  3. Change Order #23 for $923.00 for drywall framing and blocking
  4. Change Order #25 for ($301.00) credit for removal of rated ceiling in room 44 and replacement with suspended drywall ceiling.
  5. Change Order #28 for (1,043.00) credit for deletion of four (four) data outlets in room 27.
