Summary of Borough of Hanover Council Meeting Held on 9.23.24

The following are the highlights of the Borough of Hanover Council meeting held on September 23, 2026. Supporting documents for most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

PROCLAMATION: Mayor Hormel presented a proclamation to representatives of the Hanover YWCA for Domestic Violence Awareness Month.

WATER AGREEMENT: Approval was granted for the 319 Wilson Avenue (Fairfield Marriott) Hotel Project Water Supply Agreement in the amount of $60,000.00.

DISPOSITION OF RECORDS: Approval was granted for Resolution No. 1480 for Disposition of Records in accordance with the Pennsylvania Historical and Museum Commission’s records management program guidelines.

LIONS CLUB TAG DAY: Approval was granted to permit the Hanover Lions Club to hold their annual Tag Day fundraiser for the Guthrie Memorial Library at the Hanover Market House on Saturday, October 24, 2026 with a rain date of October 31, 2026.

PENSION PLAN MINIMUM MUNICIPAL OBLIGATIONS (MMO): Approval was granted for the 2027 Police Pension Plan MMO, the 2027 Firefighter Pension Plan MMO, and the 2027 Employee Pension Plan MMO.

TRICK-OR-TREAT NIGHT: Approval was granted to hold Trick-or-Treat in the Borough for Tuesday, October 27, 2026, from 6:00 PM to 8:00 PM.

319 WILSON AVENUE SUBDIVISION PLANS: Approval was granted to accept a 90-day extension for the 319 Wilson Avenue, Fairfield Marriott Hotel Project, extending the Borough’s action deadline to December 26, 2026.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AMENDMENT: Approval was granted to amend the East Hanover Street Sidewalk Replacement Project CDBG (#45572779) for an increase of grant funds in the amount of $7,315.68 to a revised amount of $107,315.68.

DEDUCTIVE CHANGE ORDER: Approval was granted to authorize the Council President to executed Deductive Change Order No. 2 for the East Hanover Street Sidewalk Replacement Project in the deductive amount of $830.80.

TRANSFER STATION DIVERSION: Approval was granted for Resolution No. 1481 amending the Miscellaneous Fees to include a temporary fee increase at the Transfer Station.

OPEN RECORDS OFFICER: Approval was granted to appoint Borough Secretary Justin McGillvray as the Open Records Officer.
