Job Summary (Role in organization):

The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. The Enterprise Systems Integration Manager (ESIM) leads the strategic implementation, integration, and expansion of a real-time, dashboard-centric Enterprise Resource Planning (ERP) and information reporting system. The ESIM will guide the development and phased deployment of an ERP solution beginning with Finance and extending across all departments, ensuring cohesive data access and organizational accountability through tailored managerial dashboards. This role is responsible for orchestrating technical, operational, and organizational readiness to support sustainable digital transformation.

Key/Reporting Relationship:

This position reports to the Chief Financial Officer. This position receives broad guidelines and sets priorities for self and cross-functional teams.

Essential Duties and Responsibilities:

Achieves the Authority's mission by leading the planning, coordination, and execution of the implementation of an integrated ERP and information dashboard system across the organization.

Oversees the transition from legacy systems to the new ERP platform, beginning with the Finance division and scaling across departments such as Operations, HR, Safety, Planning, and more.

Develops and maintains a master project timeline, identifies dependencies, and ensures timely execution of milestones.

Collaborates with department heads to design real-time dashboards tailored to their roles, ensuring that actionable data is available and understood.

Acts as a liaison between technology vendors, internal users, and stakeholders, ensuring clear communication of requirements, timelines, and deliverables.

Manages and facilitates business process reviews to optimize workflows that align with ERP capabilities. 

Coordinates data migration, integrity testing, and user acceptance testing (UAT) to ensure successful implementation.

Develops training and change management strategies to support successful adoption at all levels of the organization.

Ensures all ERP components align with cybersecurity standards, data protection requirements, and organizational compliance protocols.

Establishes post-implementation monitoring and refinement procedures to ensure dashboard functionality and ERP system performance.

Contributes to Authority-wide innovation and strategic initiatives by ensuring the information system evolves with organizational needs.

Preserves historical reference by establishing and maintaining a record-keeping system, documenting procedures and decisions, maintaining required documentation, and ensuring delivery of documents as necessary. Compiles and maintains a procedure system and organized office to ensure continuity of position.

Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need-to-know basis; ensuring high ethical standards; and using good customer service skills with both internal and external customers.

Ensures communication and positive image of Authority by reviewing critical incidents, exceptions to policy and/or goal achievement with Executive Director.

Maintains cooperative relationship with coworkers and management bycommunicating necessary information, responding to requests, building rapport; and participating in problem- solving methods.

Supports the implementation, routine, and day-to-day functions of the SRTA Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP).

Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical information needed to ensure smooth operations. 

Maintains professional and technical knowledge by attending educational classes/workshops; reviewing professional publications; establishing personal networks; and participating in relevant professional societies.

Additional Tasks: Contributes to SRTA team effort by performing other assigned duties as needed.

Essential knowledge, skills, abilities and experience:

  • Minimum requirement of at least a Bachelor's Degree in Information Systems, Business Administration, Project Management, or related field.
  • Five (5) or more years of experience in enterprise systems implementation, business analysis, or project management with cross-departmental impact.
  • Demonstrated experience leading complex IT projects involving multiple stakeholders and enterprise-wide scope.
  • Deep understanding of ERP systems (e.g., Sage, Oracle, Microsoft Dynamics, etc.) and data integration methodologies.
  • Strong analytical and problem-solving skills with the ability to translate technical capabilities into operational excellence.
  • Exceptional interpersonal skills to build consensus across departments.
  • Skilled at managing vendors, consultants, and interdisciplinary project teams.
  • Excellent written, verbal, and presentation skills, including the ability to clearly communicate technical concepts to non-technical audiences.
  • Experience with real-time dashboards, KPI development, and data visualization tools such as Power BI, Tableau, or similar.
  • Proficiency in project management tools and methodologies (Agile, Waterfall, or hybrid).
  • Ability to manage multiple priorities under deadlines and adjust to shifting organizational needs.
  • Experience in change management, user training, and post-implementation support.
  • Ability to be curious and learn from asking questions and listening to others.
  • Experience in using personal computers, applications, and proficiency in Microsoft Office and project management tools.
  • Excellent powers of concentration - ability to handle multiple tasks simultaneously within a distracting environment is essential.
  • Ability to manage through influence and working successfully within a complex organization to create an effective, efficient culture. 
  • Good working knowledge of English, grammar, punctuation, spelling, style, etc. with the ability to read and write reports and communication memos.

  • Must meet hiring qualifications of an acceptable driving record and background verification in accordance with SRTA standards. 
  • Must have regular attendance and punctuality. 

Certificates and Licenses Required: 

  • Must possess valid motor vehicle operator's license that is not under suspension or revocation. 
  • Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent certification preferred.
