Lead Civil Engineer and Land Development Director
The Lead Civil Engineer and Land Development Director – Lancaster Branch Manager (PE, PLS, or RLA Preferred) position is responsible for leading the day-to-day engineering and operational functions of our Lancaster office. This individual manages a portfolio of civil engineering projects, including site development, stormwater, utilities, transportation, and municipal infrastructure, while supervising junior staff and serving as a primary client contact. Civil Engineer and Land Development Core Responsibilities • Project Management & Delivery • Team Leadership & Mentorship • Client & Stakeholder Relations • Office & Operations Oversight Civil Engineer and Land Development Duties & Responsibilities • Manage multiple civil engineering projects simultaneously from initiation through construction administration and closeout. • Develop project scopes, fee proposals, schedules, and budgets; monitor and control project financials throughout. • Coordinate permitting with PennDOT, DEP, local municipalities, and other review agencies. • Oversee preparation of construction documents, specifications, and bid packages. • Conduct construction observation and respond to RFIs, submittals, and field conditions as needed. • Ensure all deliverables meet applicable codes, standards (e.g., PennDOT, Act 167, E&S), and firm quality benchmarks. • Oversee the day-to-day operations of the Lancaster office, including workflow management, staffing utilization, and resource planning. • Maintain awareness of project backlog and proactively manage capacity across the project team. • Provide and participate in business development efforts, including proposal preparation, networking, and overall project development. • Supervise and mentor a team of 4 to 8 engineers, landscape architects, designers, and technicians at various career stages. • Assign work, provide technical guidance, and review deliverables for quality and completeness. • Participate in hiring decisions, performance reviews, and professional development planning for direct reports. • Foster a collaborative, accountable, and growth-oriented team culture consistent with the firm’s values. • Serve as the primary point of contact for assigned clients, maintaining strong relationships through responsive communication and quality outcomes. • Lead client meetings, project kick-offs, and progress updates. • Represent the firm at municipal hearings, pre-application meetings, and community engagement events as needed. Qualifications • Bachelor’s or Associate’s degree in Civil Engineering/Landscape Architecture/Land Surveying or another closely related field from an ABET-accredited program. • Licensed Professional in Pennsylvania, or ability to obtain PA licensure within 12 months of hire. • Minimum 5 years of progressive land development experience, with at least 2 years in a project management capacity. • Demonstrated experience with site development, land development, stormwater management, and/or municipal infrastructure projects in Pennsylvania. • Working knowledge of PA DEP NPDES permitting, Act 167 stormwater, and PennDOT highway occupancy processes. • Proficiency in AutoCAD Civil 3D; familiarity with HydroCAD, PennDOT design standards, and related tools. • Strong organizational, written, and verbal communication skills.
