Summary of Borough Council Meeting Held on June 26, 2024

The following are the highlights of the Borough Council’s June meeting held on June 26, 2024. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.


BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

APPOINTMENTS AND OATHS OF OFFICE: Council approved the appointment of probationary police officers Jamal Jimenez and Griffin Kuhn and Mayor Whitman administered the Oath of Office for Probationary Police Officers effective July 5, 2024.

GRANT EXTENSION: Approval was granted to extend the closing date for the Community Development Block Grant Doss Alley Conversion to December 31, 2024.

POLICE SUSPENSION REGULATIONS: Approval was granted to ratify the mayor’s disciplinary action for personnel matters of police suspension to comply with civil service regulations.

SPECIAL EVENTS: Approval was granted for the following special events:
            Hanover Chili Cookoff at Moul Field on September 1, 2024
            Honoring our Heroes at St. Mark’s Church, 129 Charles St., on July 14, 2024
            Walk a Mile in Her Shoes, YWCA, on August 9, 2024
            Diversity Festival at Wirt Park on September 28, 2024
            Hawk Hustle at Hanover High School on November 9, 2024
            Dolphin & Anchor Block Party at Baltimore St. and Broadway Quad Closure on August 17, 2024

SEWER CREDIT: Approval was granted for sewer credit as per Resolution No. 1167 to Bon Ton Builders, 225 Moul Avenue in the amount of $2,030.70.

FORMER BLACK ROCK LANDFILL: Approval was granted to ratify the manager’s approval of Contract for Treatment System Rehabilitation with Hydro-Terra Group in the amount of $7,400.00.

CIVIC PLUS WEBSITE: Approval was granted to renew the contract with Civic Plus for four years in the amounts of:
            Year 1             $4,246.72
            Year 2             $5,015.18
            Year 3             $5,265.94
            Year 4             $5,529.24

IRON MIKE STATUE: Approval was granted to relocate the “Iron Dog” (Iron Mike) statue from its current location on Center Square to the Welsh Estate at Mount Olivet Cemetery with relocation expenses to be paid by the recipient.

NOTICE OF INTENT AND NOTICE TO PROCEED: Approval was granted authorizing the Notice of Intent to Award and Notice to Proceed for the 33 Frederick Street Public Administration Facility renovations project, as part of the overall Hanover Borough Public Administration and Public Safety Complex project to Steelworks Construction, successful bidder, in the amount of $3,100,159.00 pending Solicitor review of documents and Project Architect review of Contractor references.

MUNICIBID ONLINE PUBLIC AUCTION: Approval was granted for Resolution No. 1412 for the bid results of the Municibid Online Auction for sale of vehicles and equipment including the proceeds in the amount of $59,497.10.

COMMUNITY CHANGE GRANT: Approval was granted authorizing staff to engage with Delta and Dewberry to prepare Environmental Protection Agency (EPA) Community Change grant submission for the Railroad Street and East Chestnut Street corridor, implementing the first phase of the completed “Hanover Streetscape & Downtown Improvement Plan.”

DOSS ALLEY PROJECT: Approval was granted authorizing staff to proceed with bid advertisements for the Community Development Block Grant (CBDG) Doss Alley Project.

RECONSIDERATION OF ORDINANCE NO.2369: Ordinance No. 2369 [an ordinance amending, supplementing, and replacing the Rental Property Ordinance of the Borough of Hanover Ordinance No. 1796, enacted December 19, 1984] in light of the mayor’s veto as provided for in Section 331.3(2)(iii) of the Borough Code was not approved.

REVIEW / UPDATE ZONING ORDINANCE: Approval was granted to engage with Gannett Fleming’s land use planning staff to review potential changes to the Zoning Ordinance to address emerging land use issues and complete administrative revisions.

PARKS AND RECREATION MONTH: Approval was granted for Resolution No. 1413 declaring July 2024 as Parks and Recreation Month.

WILSON AVENUE LAND SWAP: Approval was granted authorizing staff and legal counsel to proceed with preparing the necessary documents for a land swap of public and private lands along Wilson Avenue.

LEAD SERVICE LINE REPLACEMENT PROGRAM: Approval was granted to authorize Borough staff and the Borough Solicitor to proceed with preparing and submitting all necessary documents related to the Pennsylvania Public Utility Commission Lead Service Line Replacement Program.
