Highlights of the Borough Council’s Meeting Held on February 25, 2026

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

JOINT BIDS: Approval was granted to award the Joint Municipal Bids as follows:

  • Pre-Mix Bituminous Concrete Paving Materials to Apparent Low Bidder York Materials Group, LLC
  • Chemical Products to Apparent Low Bidders Evoqua Water Technologies, LLC, Shannon Chemical Corporation, USALCO and Univar Solutions, LLC
  • Crushed Stone to Apparent Low Bidder Vulcan Construction Materials, LLC
  • Petroleum Products to Apparent Low Bidders Mid Atlantic Cooperative Solutions Inc., DBA Aero Energy and PPC Lubricants
  • Traffic Line Painting to Apparent Low Bidder D.E. Gemmill, Inc.
  • Snow and Ice Rock Salt to Apparent Low Bidders Riverside Construction Materials, Eco Solution Distributing and Eastern Salt Company, Inc.

SUMMER RECREATION PLAYGROUND PROGRAM: Approval was granted for the YMCA Summer Recreation Playground Program in conjunction with the Borough’s Department of Parks, Recreation and Library Services at Baer Avenue, DeGuy Avenue, Elm Avenue, Moul Avenue and Union Park Playgrounds.

 

SUNRISE SERVICE AT LONG ARM DAM: Approval was granted for 6:00 AM Easter Sunrise Service at Long Arm Dam for St. Bartholomew’s United Church - ELCA

 

SPECIAL EVENT PERMIT APPLICATIONS: Approval was granted for the following special event permit applications: Snack Town Spring Fling (downtown on March 28, 2026), Snack Town Street Fair (downtown on July 11, 2026), Christmas in Hanover (on November 28, 2026) and Bank Lane Alley Closures (multiple dates).

 

APPOINTMENTS AND REAPPOINTMENTS: Approval was granted to appoint Kara Ellison as Right to Know Officer effective March 3, 2026; Dorothy C. Felix as Assistant Borough Secretary effective March 3, 2026; and Daniel Saia and William Gill to the Zoning Hearing Board for three-year terms until December 31, 2028.

 

POLICE ELIGIBILITY LIST: Approval was granted to direct the Civil Service Commission to create a certified hiring list.

 

860 CARLISLE STREET (WEIS MARKETS): Approval was granted for Resolution No. 1460 for Preliminary/Final Land Development Plan for proposed “Gas-N-Go” facility at 860 Carlisle Street.

 

SAFE STREETS ACTION PLAN: Approval was granted for the execution of Professional Services Agreement with Dewberry, for the “Development of a Safe Streets Action Plan” with terms and conditions as set forth in the grant agreement with the U.S. Department of Transportation, FHWA Award No. 693JJ32640315.

 

FIRE COMMISSION INSURANCE BILLING: Approval was granted for the text of an Ordinance to Authorize the Hanover Area Fire and Rescue Commission to bill insurance carriers for fire services, establish liability of costs, and provide for collection, and to direct Borough staff to submit the Draft Ordinance to Penn Township for cooperative review.

 

MOBILE FOOD VENDOR ORDINANCE: Authorization was granted to advertise an Ordinance to Establish Regulations with Respect to Mobile Food Vending within the Borough Limits.

 

LAWRENCE BAKER SHEPPARD (LBS) GATE IMPROVEMENT PROJECT: Approval was granted to issue the Notice of Intent to Award for the “Lawrence Baker Sheppard Dam Intake Tower Gate Improvement Project” to Coastal Engineering, LLC, in the amount of $703,660.46 conditioned upon satisfactory review and acceptance of all supporting documents and forms by staff and the Borough Solicitor.

 

WATER SUPPLY SUSTAINABILITY POLICY AGREEMENTS: Approval was granted for the execution of Water Supply Capacity Agreement(s), in accordance with Resolution No. 1447 of 2025, for the following projects:

  • “Devener Landing” (Penn Township) for 118 Single Family Residential Service Connections
  • “Mustang Pointe” (Penn Township) for 180 Single Family Residential Service Connections
  • “Fairview Estates” (Penn Township) for 4 Single Family Residential Service Connections
  • 180 Moul Avenue (Hanover Borough) for 1 Single Family Residential Service Connection
  • 890 McCosh Street (Hanover Borough) for 2 Single Family Residential Service Connections
  • 55 Wilmar Avenue (Penn Township) for 2 Single Family Residential Service Connections

 

ELM AVENUE WATER PIPELINE REPLACEMENT PROJECT: Approval was granted for Resolution No. 1461 for a cost share agreement with PennDOT funding 75% of construction costs for incorporated work on SR 2008 (Elm Avenue).
