Borough of Hanover Launches Safe Streets for All (SS4A) Study

Hanover, Pa. – The Borough of Hanover has begun a 12-month Safe Streets for All (SS4A) safety study, with public input serving as a key component of the planning process. The study, funded 75% by the Federal Highway Administration (FHWA), will evaluate transportation safety throughout the Borough and identify potential strategies and improvements related to roadways, pedestrian facilities, and other transportation infrastructure. 

The Borough has partnered with Dewberry, a national planning and engineering firm with extensive experience developing municipal traffic and safety action plans. Dewberry will lead the study’s data collection and analysis, coordinate public engagement, and assist Borough staff and community stakeholders in developing the final SS4A Safety Action Plan. 

As part of the study, the Borough and Dewberry will provide multiple opportunities for residents and other members of the community to identify transportation safety concerns and provide input on potential improvements. A dedicated project website has been established at Hanover SS4A Project Website (https://engage-dewberry.com/Hanover-SSAP). The website will provide project information, updates, meeting materials, and opportunities for direct public feedback.  

Public engagement will include: 

• Interactive Online Surveys: Two survey periods will allow community members to provide input on transportation safety concerns. Included in the survey is an interactive mapping tool which allows participants to identify and document specific locations where they have experienced safety issues or concerns. 

• Community Event Outreach: Representatives from Dewberry will be available at Main Street Hanover’s Oktoberfest on September 12 to provide information about the study and receive public comments. 

• Public Workshop: A community workshop will be held later in the study process to present preliminary findings and receive additional public input. 

• Ongoing Engagement: Additional opportunities for public participation will be provided as the study progresses. 

The Borough has also established a 25-member stakeholder group representing local businesses, emergency services, neighborhoods, and municipal partners. The stakeholder group, which will assist Borough staff and Dewberry in evaluating public input, considering local conditions, and reviewing potential recommendations, consists of: 

• Primary Stakeholders: A core working group that will meet regularly to review project progress and provide input throughout the study. 

• Secondary Stakeholders: Representatives who will participate in specific working sessions related to their areas of expertise, including business impacts, pedestrian access, and transportation. 

The purpose of the SS4A study is to develop a comprehensive, data-driven Safety Action Plan identifying strategies to improve transportation safety throughout Hanover. Completion and adoption of an SS4A Action Plan is also a prerequisite for municipalities seeking to apply for future federal SS4A implementation grants. The completed plan will therefore provide the Borough with a framework for pursuing federal funding for eligible safety improvements. 

Borough Council will receive monthly progress updates throughout the 12-month study. 

Residents, businesses, and other community members are encouraged to visit the project website and to participate in the public engagement opportunities as they become available. Public input will be considered along with traffic data, crash history, infrastructure conditions, and other technical information in developing the final Safety Action Plan.
